A widely shared post by jezz drew attention to the timing. Rudy Giuliani had said he would be offended if Mayor Zohran Mamdani attended the twenty fifth anniversary ceremony. One day later, Mamdani's administration released more than 170,000 pages of city records concerning air quality, health risks and government decisions after the September 11 attacks.
The contrast is politically sharp because Giuliani's criticism concerned who belongs at the act of remembrance, while the document release concerns what government owed responders, survivors, families and residents after the attacks. Mamdani said remembrance must include transparency, health support and access to records that New Yorkers had sought for years.
The administration also settled two lawsuits brought by 9/11 Health Watch. The first release includes the Harding Memo, material from 68 boxes that were not located until 2025, Giuliani administration records and documents concerning World Trade Center 7.
The release does not mean every page has already been reviewed or that every allegation against an individual has been proved. Corporation Counsel Steven Banks said the portal is an initial tranche, that the wider universe contains millions of documents and that further records will be reviewed and published during the next year.
What the tweet gets right
The sequence described in the tweet is accurate. Giuliani criticised Mamdani's attendance, and the city announced the records portal the following day. The release moved the public argument away from Mamdani's religion and presence at the ceremony and towards the treatment of people exposed to toxic dust and smoke.
Mamdani did not answer Giuliani with a personal exchange. He said the week should focus on families, first responders and New Yorkers who came together after the attacks. The document release gave that answer a material form.
The tweet is commentary, not evidence by itself. Its value is that it points readers towards a large official record that can now be searched directly.
What the city released
The city portal contains air quality reports, contamination records, internal correspondence and records from agencies including the Department of Environmental Protection, Fire Department, Department of Buildings and Department of Citywide Administrative Services.
The Harding Memo records Giuliani administration discussions about health hazards and possible city liability. Other released records concern conditions in Lower Manhattan homes, cleanup procedures and the presence of carcinogenic materials while the city was reopening.
The city says personal information has been removed where necessary. The portal provides a complaint route for material that may expose names, addresses, medical details or other protected information.
What remains unproved
The administration and several speakers at the launch accused earlier leaders of withholding information or misleading the public. Those statements are serious, but the complete responsibility of each official cannot be settled by the launch event alone.
The records need document level examination. Relevant questions include what each agency knew, when senior officials received test results, which public statements followed, what legal advice was given and why material remained unavailable through earlier records requests.
A strong public accounting should distinguish documents created in 2001 and 2002 from later summaries, previously disclosed material from newly available material, and evidence of unsafe conditions from evidence about who authorised a particular public statement.
What it means for responders and survivors
The records are not only historical evidence. People who worked, lived or attended school in the exposure zone may need records establishing where they were and what conditions existed when applying for federal health monitoring, treatment or compensation.
The administration says staff at the Department of Citywide Administrative Services and New York City Public Schools will help people retrieve records needed for the World Trade Center Health Program and the September 11th Victim Compensation Fund.
Anyone seeking help should use the official programme and city portal links. Eligibility is determined by the relevant federal programme, not by Mamdanistan or by the existence of one document in the portal.
Public record
- Publish a dated index showing every document collection added to the portal.
- Identify which records are newly public and which were available through earlier litigation or archives.
- Release the agreed search terms used with 9/11 Health Watch and explain any redactions or withheld groups.
- Publish progress on the remaining document review during the next 12 months.
- Report how many responders, survivors and former pupils receive record retrieval assistance.
- Record the findings of the funded Department of Investigation inquiry separately from political statements made at the launch.
What to check next
Use the city portal to search the Harding Memo, 68 boxes, asbestos, cancer and individual city agencies.
People who may have been exposed can check the World Trade Center Health Program for monitoring and treatment information.
The September 11th Victim Compensation Fund provides the official eligibility and claim route.
Future releases should be checked through document access, clear indexing, protected personal data and help reaching eligible New Yorkers.
